The State Food and Drug Administration announced the results of spot checks of infant formula milk powder in May-June this year. As many as 42 batches of infant milk powder were unqualified, and it also announced for the first time the issue of food safety audits for infant formula milk powder manufacturers. Six milk companies failed to pass the audit and many issues were exposed.

The most rigorous random inspection plus the most rigorous auditing, some people like it, and others are tempted. In particular, some problems have increased the pressure on dairy companies, and they even feel that the supervision of “pressing and pressing” is unavoidable.

However, dairy industry experts believe that since the country's three-time milk powder inspections have revealed more serious problems this year, the State Food and Drug Administration has realized that the milk and milk enterprises of the previous round of re-licensing may have loopholes in the certification process. If an enterprise fails to rectify its position, it will face the risk of revoking its license.

On August 6, the State Food and Drug Administration specifically responded to a reporter from the Beijing News that the above six companies were all found to be unqualified in the detection of infant formula milk powder. The audit not only discovered the problems of dairy enterprises, but also found some problems in the reform of the basic food and drug regulatory system.

All indications are that the food safety audits of infant milk enterprises will be normalized in the future, and with more stringent sampling systems, domestic dairy companies are ushering in a strong “audit storm”.

Audit: The problem of “hard-hit areas” for small and medium-sized dairy enterprises

In the first food safety audit of infant formula milk enterprises, six milk companies were audited with many problems. Among them, there are four enterprises in Heilongjiang Agricultural Reclamation Dairy Industry, Chen Ying Dairy, Hongxing Group Co., Ltd., and Cangzhou County Dairy Dairy. They are the provinces with the most problematic milk prices.

According to the notice, each company has five or six major problems. Among them, Unilux Shaanxi has inadequate inspection capabilities for vitamin A, vitamin E, and melamine; Henan Jinyuan Dairy uses “an imported brand of whole milk powder”. In order to use different brands of products instead of the raw materials and batch inspection, the process parameters are not strict; Heilongjiang Hongxing Group Co., Ltd. can not meet the accurate weighing requirements of vitamins, minerals and other accessories......

These details were discovered by the Food Safety Audit Working Group during the specific audit. The six milk enterprises are also companies that have previously detected substandard products in special supervision and inspection.

In response, the State Food and Drug Administration responded to the Beijing News reporter that the food safety audit found that some of the smaller companies did not strictly follow production license requirements to organize production, and could not fully implement the main responsibility of food safety, “especially in nutritional supplements. There are problems with the procurement and use of accessories."

The combing of the results of the three infant milk powder sampling surveys announced by the China Food and Drug Administration in May, June and August this year reveals that most of the unqualified milk powder comes from small and medium-sized dairy companies, and the problem of nutrient vacuity is serious, similar to the results of the audit. . For example, in the latest 42 batches of unqualified milk powder on August 4, there were 11 batches of food safety risks, and up to 31 batches of nutrient deficiencies.

Shuffle: Problems dairy enterprises face the second major exam

In 2013, the state reissued production licenses for infants and young children's milk enterprises. Some enterprises obtained licenses through technological upgrading and capital investment, and some companies were “sweeped out”.

Many small and medium-sized dairy enterprises regard “renewal” as a corporate honor. The Beijing News reporter looked at the audited dairy enterprises. Henan Jinyuan Dairy solemnly printed the “Henan Province's only enterprise that obtained infant formula milk powder production licenses” on the homepage of the official website; Shanxi Unisys Dairy Industry was also in May 2014. Released the news, "Warmly celebrated" passed the license review.

At that time, in order to obtain a permit, Henan Jinyuan Dairy reformed one by one and invested nearly 10 million yuan in funds. In 2013, it obtained the “Certificate System Certificate” issued by the Ministry of Industry and Information Technology. However, in the audit of the Food and Drug Administration, Jinyuan Dairy received six “serious warnings”: The site condition is seriously inconsistent with the production license conditions, the food safety management system is not seriously implemented, the inspection capacity is seriously insufficient, and the unqualified product is disposed of. Incomplete, incomplete production and management records, counterfeit product ingredients and spray drying records.

In fact, in December 2013, the China Food and Drug Administration issued the “Rules for the Examination of Infant Formula Milk Powder Production Licensing (2013 Edition)”, which includes quality management, quality control of raw and auxiliary materials, formulas, traceability, and research and development of dairy products. Made strict requirements.

Song Liang, a dairy expert, said that under strict scrutiny, managing loose companies can easily be detected. "With the implementation of the Food Safety Law, the future review will be stricter, and small and medium-sized milk enterprises must be psychologically prepared."

In response to the above-mentioned problems, the Food and Drug Administration has ordered the auditing companies to stop their production and rectification completely. If they do not meet the requirements, they must not resume production.
